Chisinau, 2 November /MOLDPRES/ - The electoral framework should be improved in order to create optimal conditions for citizens' participation in elections and ensure democratic power, acting President and Parliament Speaker Mihai Ghimpu has said at the beginning of an international conference on managing the electoral process in Moldova. He regretted that the parliamentary polls from 5 April and 29 July 2009 took place without a registry of voters, which would have provided accurate data about the number of voters in Moldova and would have removed suspicions about the legitimacy of authorities. Mihai Ghimpu advocated amendments to the Electoral Code in order to ensure pluralism in the media and to revise certain provisions of the regulation of the Central Election Commission (CEC). The head of the OSCE Mission to Moldova, Philip Remler, spoke in favor of improving the electoral legislation in Moldova and promised any necessary assistance. The ambassador opted for removing deficiencies in holding elections, especially in what concerns the use of administrative resources and media pluralism. CEC chairman Eugen Stirbu noted that the first post-election analysis is made in Moldova and recommendations and proposals put forward within the conference will be useful for future elections. The event is carried out by the Central Election Commission with the support of the United Nations Development Programme Moldova/EU, the International Foundation for Electoral Systems and the European Council. The two-day conference is attended by politicians, electoral officials, representatives of election observation missions, accredited diplomats, etc.
