New draft law on government examined by National council for public administration reform in Moldova

Chisinau, 23 May /MOLDPRES/ – Prime Minister Pavel Filip held the meeting of the National Council for Public Administration Reform today, which was attended by Government members, MPs, development partners, experts, the parliament’s communication and public relations department has reported.  

The discussion agenda included topics related to the dynamics of reforms promoted by Executive, the presentation of the draft law on the Government, as well as the new structure of the Cabinet of Ministers.

Referring to the dynamics of the public administration reform, the Prime Minister reviewed the steps taken by the Government on it. So, in January 2017, the Center for the Implementation of Reforms was established. In order to modernize public services and to apply the principles of the "one-stop shop" mechanism, it was approved the establishment of the Public Services Agency. The next step is to consult and approve the draft new law on the Government.

"Government restructuring aims at creating strong institutions and a sustainable policy-making foundation. The Executive must include professionals, competent people, those who can cope with and implement the governance program. This reform is a first action that will provide the necessary legal framework for the structural reform of the central specialized public administration," said Pavel Filip.

The draft new law on the Government provides for the division of political functions from those of administration. The post of Deputy Minister will be ruled out and the post of Undersecretary of State will be established.

The document establishes a clear procedure for the structural reorganization of the Government during a term of office. The list of ministries and government agencies will no longer be fixed in the law, and the Prime Minister will be able to propose to the Parliament the amendment of the structure of the ministries.

The new Government structure will consist of 9 ministries: the Ministry of Economy and Infrastructure, Ministry of Agriculture, Regional Development and Environment, Ministry of Labour, Social Protection and Health, Ministry of Education, Culture and Research, Ministry of Justice, Ministry of Finance, Ministry of Foreign Affairs and European Integration, Defence Ministry, Ministry of Internal Affairs. The Prime Minister will have 3 Deputy Prime Ministers, being excluded as Deputy Prime Minister for Economic Affairs. The Government will also have 7 agencies in place, instead of 5, and the ministries will manage 43 agencies, compared to actual 55.

The draft law is due to be sent shortly for official approval and public consultation with Government’s subsequent approval and forwarding it to Parliament for consideration.
