The citizens who previously register, will automatically be radiated from the base electoral list from the home country Moldova. The amendment will only be valid for the Republican Consultative Referendum 2017.

After the registration period is completed, information on the number of citizens who have previously registered to vote abroad will be forwarded by the Commission to the Government of the Republic of Moldova for the decision on the number of additional polling stations opened outside the Diplomatic missions and consular offices. The pre-registration will allow to determine the estimated number of voters voting outside Moldova.

The President, Igor Dodon, signed at the end of March 2017 a decree on organization of a consultative referendum on four subjects. According to the President, citizens will have to answer four questions: the abolition of the "Law of the Billion," reducing the number of MPs from 101 to 71, granting additional constitutional rights to the President for Parliament’s dissolution and the possibility of studying the history of Moldova in national schools.

Interviewed by the agency, the head of CEC's communication, public relations and press department, Rodica Sirbu, specified that "the consultative referendum will cost the state budget almost MDL 75 million, while the CEC expects a response from the Government and Parliament regarding this amount identification".
