Action plan on reducing ill treatment against inmates to be published in Moldova's Official Journal

Chisinau, 21 September /MOLDPRES/ - The 2017-2020 action plan on reducing the ill treatment, abuse and discrimination against persons who are in police custody will be published in the Official Journal (Monitorul Oficial) of Moldova on 22 September.  

The document is meant to help improve the conditions of detention and transportation of detained persons, as well as enhance the safety of the citizens who are in the police custody. At the same time, the implementation of the actions proposed will have a positive impact also in relation with the Police employees fulfilling missions of guard and escort, who are to benefit from better labour conditions.    

Among the goals of the Plan, there are: revising and harmonizing the normative framework, improving the conditions of detention and the infrastructure of the remand prisons of the Police, improving the conditions for the carriage of persons detained/arrested in the criminal prosecution process.  

At the same time, at least 15 remand prisons of the Police territorial units will be renovated, at least 25 specialized transport units for carrying persons in police custody are to be purchased, about 100 wards are to be restored and over 200 employees are to be trained in terms of human rights’ observance. Also, the module E-Retinere (E-Detention) is suggested to be implemented at the territorial police structures, in order to optimize the monitoring of the persons during their stay in the police custody.  

The estimative cost of the measures provided for in the plan is about 49.2 million lei, with over 85 per cent of the sum covered with financial sources earmarked by the European Union.
