Moldovan parliament re-votes law on energy

Chisinau, 21 September /MOLDPRES/ - The parliament repeatedly passed the law on energy with the votes of 55 MPs today.

The document, meant to specify more notions, including the rights and obligations of the regulatory authority, has been earlier turned down by President Igor Dodon. “A law blocked by me the Law on energy, under which the National Energy Regulatory Agency (ANRE) is given right to work out the budget, which was earlier approved by parliament, and to independently set the salaries. I have earlier submitted an initiative on capping the salaries and not allowing the fact that the salaries of the leaders of a state institution exceed the sum of 60,000 lei,” Dodon said on a social networking.   

According to the law re-voted today, the National Energy Regulatory Agency will have including the right to impose financial sanctions against operators on market. The new version of the law changes also the procedure of appointing the directors of the ANRE Administrative Board, stipulating that they are to be nominated based on a contest organized by the parliament on professional and transparent principles.   

Another principle promoted in the law is the approval of ANRE’s budget by the Agency’s Administrative Council, with the subsequent informing of the parliament and subjecting to control by the Court of Accounts. The document was coordinated and considered by experts of the European Energy Community.
