Government approves new conditions for stay of unregistered vehicles in Moldova

Chisinau, 2 November /MOLDPRES/ - The government today approved a string of legislative amendments establishing new conditions for the owners of vehicles registered abroad. Thus, the resident private persons, who brought to Moldova vehicles with foreign registration plates till 1 November this year, have right to place them in the import customs regime by paying an excise duty of 30 per cent of the quota of the excise established for 2016.  

According to the government’s communication and media relations department, to benefit from the cut, people should present the certificate of paying the road tax. The concerned vehicles are to be registered at the Information Technology and Communications Ministry on the period 1 December -1 February 2017. The vehicles recorded in the administrative and territorial units from the left bank of Dniester and Bender city do not fall under the action of this provision.

Another provision sees that the foreigners holding a drivers’ licence issued by the country where the transport means are permanently registered, can stay in Moldova for more than 180 days. In this case, they will pay a road tax worth 180 euros for each next 180 days of stay in Moldova.  

At the same time, the amendments prohibit the movement of vehicles with the registration plates issued in the administrative and territorial units of the Transnistrian region, which belong or are used by private people holding driver’s licence of Moldova. The police will have right to impose a fine from 25 to 30 conventional units with application of four penalty points.  

The draft law is aimed at ensuring fiscal equity between persons owning vehicles registered in Moldova and those holding unregistered cars. At the same time, the amendments will help enhance the traffic safety, will reduce the level of pollution of the environment by vehicles, as well as increase the state budget revenues in the long run.

The document is to be submitted to parliament for consideration.
