National bureau of statistics finds over seven per cent of employees receive in- envelope salaries in Moldova

Chisinau, 04 September /MOLDPRES/ – Almost 60 thousand employees or 7.4 per cent of total employees received in – envelope salary in the second quarter of 2017. Approximately 6.1 per cent receive in – envelope salary and 1.3 per cent only a part of it, according to data released by the National Bureau of Statistics (BNS), released today.  

The highest amount of employees getting in – salaries are estimated for activities in agriculture (40 per cent), trade (15.4 per cent) and industry (9.2 per cent). The BNS also noted that undeclared work among the employees constituted 6.5 per cent, down from the same period of 2016 (7.8 per cent).

The employment practice without the completion of individual employment contracts (based on verbal arrangements) is more common among male employees (8 per cent) than female employees (5 per cent). The largest share of employees working only on verbal understanding is estimated in agriculture (38.4 per cent) and trade (16.1 per cent).

Recently, the State Tax Service (SFS) announced that a tax audited economic agent risked substantial fines for paying in – envelope salary. About 40 out of 62 employees at the company were paid without the data being taken into account. Previously, for the first time in Moldova, an economic agent was ordered by the court to pay a fine of MDL 50,000 for the payment of in – envelope salaries.

According to: General report of activities to minimize wage-earning practice in the envelope and black work carried out by the multidisciplinary groups for the first semester of 2017, during the six months of 2017, the SFS calculated MDL 8,883.6 thousand additional to the budget, as a result of the actions to minimize the practice of paying in – envelope salaries and black work.

The estimates, referred to by the National Confederation of Trade Unions (CNSM), indicate that the national public budget loses MDL 5.6 billion yearly, as a result of in – envelope salary payments.
