Moldovan land code modification to facilitate development of local agrotourism

Chisinau, 9 October /MOLDPRES/ – The holders of agricultural lands will be able to launch agri – tourism business without changing land use and only after an agricultural activity of minimum five years. That is what the Minister of Agriculture, Regional Development and Environment, Vasile Bitca, told at a news conference today, referring to the new opportunities for agrotourism development, following the changes and completion of the Land Code.

"The new amendments and additions to the Land Code, to be adopted in the second reading by the Parliament of Moldova, will provide more opportunities for the development of the local agrotourism. The good news is that landowners will be able to launch businesses in the sector without changing land use. Those are considerable savings that might be invested into new business infrastructure," said Vasile Bitca.

Now, if the land use changes, the tax for one acre is MDL 12 thousand. "based upon experience, we know that at least 14 acres are needed to create an agro bed and breakfast. But the owner at the start will have a saving of about MDL 170 thousand, sources that he can invest in business," said the minister.

Also, Bitca said that in order to start an agrotourism business, according to the new legal provisions, the owner would have to have at least five years of agricultural experience. "This can be any kind of activity – animal husbandry, viniculture, vegetable growing, orchard cultivation, etc.," said the minister.

At the same time, the official said that the amendments to be adopted by Parliament also impose sanctions for landholders who benefiting from new facilities but would use the land for purposes other than those provided by law. According to Vasile Bitca, after the final approval of the proposed amendments, the competent ministry will draw up a detailed regulation to be a guide for the owners decided to open the agribusiness.

According to the Tourism Agency's data, there are seven agro-pension structures in Moldova, but the profile authorities are willing to increase their number. "The agrotourism is a very good solution for Moldova, which would bring budget revenue but also develop business in rural areas, motivating young people to stay and create a future home," concluded the Minister of Agriculture, Regional Development and Environment.
