Moldovan speaker stance on alleged influence of results of contest for position of ANI head

Chisinau, 11 October /MOLDPRES/- Parliament Speaker Andrian Candu expressed his position on the alleged influence of the results of the competition for the position of head of the National Integrity Authority, the parliament’s communication and public relations department has reported.

The message reads:

“As speaker, I categorically reject any insinuations about alleged implications in organizing and conducting the competition for the position of head of the National Integrity Authority (ANI), as well as any other involvement in a contest for political positions.

The only goal of the parliament is that ANI to become as soon as possible a functional entity. We need the rehabilitation of the system and elimination of corruption for the success of the European path and the country’s development.

I have the right and even the moral obligation to publicly state my stance on the degree of implementation of the laws. Respectively, I have publicly stated that poor candidates have registered in the contest. The fact that Mr.Carnat has identified himself as poor, is one of the elements of sincerity he has praised in recent days. However, my opinion did not coincide with that of the organizers of the contest, which gave him high marks, according to Mr. Carnat, but who did not pass the integrity test. I understand his frustration in these conditions.

We have proved the determination of the government to promote a change of attitude towards corruption and abuse of the public system by adopting the integrity package in 2016. It required political will and courage to vote on the integrity package, including the Integrity Law approved in 2017. Under these circumstances, I cannot remain indifferent to the functionality of the tools for testing integrity.

No matter how difficult it would seem to be to appoint a person with an impeccable reputation, with authority and credibility for this position, I trust that such people will apply for the post of ANI head.

In 2016, the parliament approved the integrity legislative package including the Law on declaration of personal property and interest, Law on National Integrity Centre and the amendment and completion of some laws. In 2017, the Integrity Law was passed, which provides for the implementation of an operational and trustworthy system for transparency and verification of the civil servants’ assets and interests in order to prevent and address the issue on unjustified wealth and potential conflict of interest by strengthening the role and operational capacity of the National Integrity Commission. The documents are part of the Justice Sector Reform Strategy for 2011-2016”.
