National committe for consultation, collective talks examines initiatives to improve work of employees in Moldova

Chisinau, 03 March /MOLDPRES/ – Several initiatives for amendments and additions to legislation submitted by members of National Committee for Collective Talks and Consultation (CNCNC) to improve work of state and private employees were discussed at the meeting of CNCNC today. The meeting was chaired by head of Commission, Minister of the Ministry of Economy and Infrastructure (MEI), Chiril Gaburici.   

"We have to support proposed initiatives to improve legal framework and thus encourage Moldova’s business environment as well as employees of state institutions and small businesses. We will discuss all proposed issues on separate platforms," said Chiril Gaburici during the meeting.

Among the subjects under consideration, it was draft law on organisation and functioning of the national commission, commissions for collective consultations and negotiations at territorial and branch levels. The representatives of the Ministry of Healthcare, Labour and Social Protection mentioned that those changes and additions were improving and consolidating current social partnership system, increasing the work of CNCNC and of branch and territorial committees.

The draft law on promotion of employment, which aims to prevent and reduce unemployment and its social effects, ensure a high level of employment and adapt labour force to market requirements, was also been examined. The new system of measures is adjusted to Community practices and regulations and will reduce unemployment rate on national labour market.

According to the MEI’s information and media communication service, it was also presented for consideration draft Law on modification and completion of legal framework in field of pensions in order to grant the right to retirement pension on advantageous terms at the meeting. Similarly, it was examined situation in public procurement system. The meeting participants analised proposals for amending and completing Law №131 of 2015, submitted by National Confederation of Employers of Moldova. It also discussed the need for post audit control and examination of performance quality of results of the trends, as well as implementation of electronic procurement procedures, ensuring a higher level of transparency of public procurement.

Another topic was the provision of teaching staff to educational institutions. The representatives of the National Confederation of Employers and those of the Ministry of Education, Culture and Research mentioned that, in order to improve field situation, there were taken several actions. Among these were: increase in allowance for young specialists by 50 per cent, reduction of teaching norm from 20 hours to 18 hours a week, for teachers in primary education, financial motivation of teachers by increasing the salary from 01 September 2017 with 11.3 per cent.
