Moldovan cabinet optimizes management of foreign assistance

Chisinau, 13 April /MOLDPRES/ - The cabinet of ministers today approved a decision on the regulation of the institutional framework and mechanism of cooperation and management of the foreign assistance, in the context of giving Finance Ministry powers of coordinating the foreign assistance, the government’s communication and protocol department has reported.

“This project is an important part which deals with the government’s reform too. Now, we are confident that all foreign assistance will be used efficiently, which has not always occurred; this is actually the goal of the project,” Prime Minister Pavel Filip stressed.

The document is aimed at ensuring a sustainable financial management of the foreign assistance, efficient use of available resources, in order to maximize the impact of the foreign assistance on Moldova’s development, as well as at adjusting the process of scheduling the foreign assistance to the national system of budgetary planning and, implicitly, the budgetary calendar. Also, decision-makers will make efforts to improve the rate of absorption of the foreign financial support, transparency in the process of management of the foreign assistance and visibility of the results achieved.    

The document sees also removing of bureaucratic obstacles which might procrastinate the launch of new projects/programmes. To this end, the Inter-ministerial Committee on Strategic Planning and the sectoral councils will be excluded from the process of coordinating the foreign assistance.

The Finance Ministry, in its capacity of national authority of coordination of the foreign assistance, will work out, in a six-month period, an Operational Guide on the Coordination and Management of Foreign Assistance.
