Programme First Home to extend to more categories of beneficiaries in Moldova

Chisinau, 05 June /MOLDPRES/ – The programme First Home will also be able to apply to young people holding less than six square feet for a family member, meaning they do not have enough space. Until now, there were eligible only the ones which did not have another home together with spouse within one year until loan application.

The Cabinet of Ministers has welcomed today a legislative initiative including more measures to improve programme First Home, the government’s communication and protocol department has reported.

The beneficiaries will also be youngsters living in villages, acquired through inheritance or donation, except in cases where they are located within outskirts of Chisinau municipality.

"By means of implementation of project First Home, there were some things that need to be corrected. Due to Ministry of Finance (MF) for taking into account short period of time, they were receptive to comments and came up with corrections to eliminate constraints, which widens the number of the ones to apply for this project as to have a dwelling", said Pavel Filip.

Similarly, in context of programme First Home 2, a new category of benefits will be introduced in o Fiscal Code and State Social Budget Law 2018 – monetary compensation granted from state budget to programme beneficiaries. It is proposed that amounts of such compensation be non – taxable sources of income, a measure aimed at facilitating access of public to purchase of a dwelling. The mode state budget granting compensations will be determined by a Regulation approved by Government.

Also, according to project, microfinance organisations will be required to provide at least one loan history set with info they have about individual borrowers. Thus, commercial banks will have access to full info on loans obtained by applicants from other financial institutions.

The programme First Home was launched on 26 March 2018, and over one hundred persons have benefited from it so far.
