Annual amount of bribe estimated at 405 million lei in Moldova - study

Chisinau, 13 June /MOLDPRES/ – The impact assessment of the National Integrity and Anticorruption Strategy conducted by the Centre for Sociological, Political and Psychological Analysis and Investigation CIVIS, at command of UNDP, indicates annual volume of bribes is estimated at MDL 405 million. It is an equivalent to yearly budget of Balti municipality, second largest city in Moldova, or 2/3 of the expenditures for national defence, find authors of research.
The corruption is qualified as a very serious issue by every third citizen and one third of entrepreneurs. Every second person considers that there is no public institution in Moldova that is not corrupt, according to study.
The most corrupt institutions, in opinion of respondents, are political parties, medical institutions, Customs Service, Parliament, Government/Ministries, Police, Courts, General Prosecutor's Office and Territorial Prosecutors, Border Police. At opposite end of the population's response are level 1 local authorities and anti-incendiary inspections, and in business vision – banks, NGOs, National Social Security House and the National Healthcare Insurance Company.
According to survey, in recent 12 months population paid bribes, in form of money or goods, in amount of MDL 278 million, and economic agents MDL 127 million. The minimum and maximum values of informal payments in form of money ranged between MDL 100 and MDL 500,000 for economic agents and between MDL 50 and MDL 8,000 for general population. In case of population, 71 per cent of estimated volume of reported bribes accounted for medical institutions, 8 per cent for educational institutions and 5 per cent for courts.
In this context, fight against corruption in Moldova is considered to be/not very efficient (82 per cent of population and 75 per cent of business).
As for trust in the National Anticorruption Center (CNA), 4 out of 10 Moldovans and every second businessman mentioned as to have "enough trust/very high trust" and "some confidence". Similarly, 99 per cent of population and 100 per cent of businesses know about activity of CNA. The preferred way most respondents (66 per cent of population and 65 per cent of businesses) choose to report corruption acts is national anticorruption line.
The data in report was collected on 14 November 2017 – 01 February 2018. The CIVIS study was conducted based upon three representative national surveys.
