Moldovan government continues efforts to enhance local democracy with support of Council of Europe Local and Regional Authorities

Chisinau, 13 June /MOLDPRES/ - A delegation of the Council of Europe Local and Regional Authorities (CALRE), made up of the co-rapporteurs of the CALRE Secretariat for Moldova, is on a monitoring visit to the country on 13-15 June, the government’s communication and protocol department has reported.

Today, the delegation members had a meeting with Moldovan cabinet’s representatives, in order to establish the level of implementation of CALRE recommendations for Moldova, included in a roadmap signed in July 2016. The recommendations were made to ensure the needed climate to work out and apply policies of facilitating the process of decentralization and self-government.

At the meeting, the Moldovan side reiterated the country’s commitment to continue measures to enhance democracy locally. In the context, the sides reviewed the achievements recorded in terms of strengthening the relations with the local authorities.  

Thus, the participants in the meeting highlighted the results of the central public administration reform and implementation of the national decentralization strategy. At the same time, the participants emphasized the creation, at an initiative by PM Pavel Filip, of a working group made up of representatives of the central and local authorities, in order to jointly identify optimum solutions on subjects concerning the local authorities. The interlocutors exchanged opinions on mechanisms of consulting draft legislative acts with local authorities.  

The CALRE delegation members reconfirmed the support for the further adjusting of the national legal framework as to the consolidation of the local public authorities’ capacities.

Following the monitoring visit, decision-makers will work out a report on evaluating the situation of local democracy in Moldova and recommendation due to be submitted for adoption at one of the next sessions of the Congress. Also, the results of the visit will be discussed at a meeting of the CALRE Monitoring Committee due in November 2018, and the final report – at a plenary session of the Congress, planned for next spring.
