Moldovan government holds meeting of National Council for Public Administration Reform

Chisinau, 16 July /MOLDPRES/ – There were examined today the actions undertaken for restructuring of central public administration and objectives for upcoming period at the meeting of the National council for public administration reform, the government's communication and protocol department has reported.

Prime Minister Pavel Filip mentioned that implementation of Public administration reform strategy was a government priority since taking office, emphasising that there have been taken several actions lately on it. "The effects of this reform must be felt by those working in central public administration, citizens and business environment," said Pavel Filip.

In this context, it was made a review of steps taken to reform APC, including: reducing number of ministries from 16 – 9, depoliticising public office, reforming control institutions and research and innovation field. It was also referred to subordination of Government of Public Property Agency (APP), establishment of Public Services Agency (ASP), reorganisation of structures subordinated to Government and subordinated authorities to ministries. The emphasis was on efficiency of institutions activity, optimisation of administrative costs and, as a result, increase of financial motivation of APC employees – average salary being increased from MDL 6,850 to MDL 12,370.

"It is important to offer good salaries to those working in central public administration in order to have a professional team, because here are salaries of those working in education, healthcare and local public administration," said PM.

At the meeting, it was discussed implementation of Action Plan for 2017 on the implementation of Public administration reform strategy in areas such as public policy development and coordination, modernisation of public services, accountability of public administration, public finance management and human resources. The remainder of those chapters which are to be recovered in 2018, while it is planned a new Action Plan for 2019 – 2020.

Similarly, the efforts of the authorities will be aimed at strengthening the capacities of reorganised institutions the business processes inside ministries, reorganising state – owned enterprises and bringing them into budgetary circuit, as well as implementing the local public administration (APL) reform. Currently, the Government benefits from assistance of the International Cooperation Agency of Germany in order to finalise the roadmap and documents related to administrative reorganisation on APL segment.

The PM thanked the development partners for their support, specifying the importance of ensuring a constructive dialogue of APC and APL. "We have to understand that only through dialogue we can make a real and effective reform of APL. I should not like an APL reform just declared on paper, but one which can be implemented," said Pavel Filip.
