Moldovan family physicians to be able to profess individually

Chisinau, 27 July /MOLDPRES/ -The family physicians from Moldova will be able to profess individually, according to the European model, under legislative amendments and completions adopted by the parliament in the final reading today.   

Under the document, family physicians will be able to have free practice in one of the forms provided for by the legislation or as an employee at a provider of medical or pharmaceutical services. Financing will be provided depending on the number of patients, as well as on the services provided additionally.

According to the authors, in this way, there will be more responsibility and physicians will be interested in providing qualitative services, in having more patients to appeal to them, given that patients have right to independently choose their family physician. Also, the project’s implementation will optimize the expenses of the health system.  

As for the practice of family physician, i.e. the territorial activity sector, it will be assigned on basis of contest organized by the Health, Labour and Social Protection Ministry. A family physician will be able to be holder of a single practice.  

Among the new elements, there is possibility of free leasing by local public authorities of rooms (at the headquarters of public medical and sanitary institutions or other spaces), as well as of needed assets for the carrying of the activity of the  providers of first medical aid. The free practice will be in parallel with the present system.

At the same time, all hospitalizations, except for the emergency ones, will be made at recommendations by the family physician. According to the authors, this fact will contribute to a better monitoring of cases, to excluding doublings and optimizing the spending.   

Another novelty regards the graduates of the post-university residency education  and of the general medical and pharmaceutical education, who are get employed in rural settlements. No matter the legal status of the institution where they get employed, young specialists will benefit from facilities.

Following the adoption of the document, the Health, Labour and Social Protection Ministry is to create a separate unit for monitoring the implementation of this reform.
