Moldovan cabinet approves regulation on emergency situations on electric energy market

Chisinau, 07 March /MOLDPRES/ – The Commission for emergency situations (CSE) will manage the crises on energy market of Moldova, according to the Regulation on emergency situations on electric energy market (RSEPEE), approved at today's Government meeting. The Action Plan for Exceptional Situations in the Electricity Market has also been approved.

The Governmental commission (CG) is required to verify, within 12 hours of the referral, whether there is an emergency situation and coordinate the actions to be undertaken by power plants, in particular by transmission system operators.

Over recent two years, the electricity consumption in Moldova has been covered at about 19 per cent with electricity generated by power plants on the right bank of the Dniester river, at 0.1 per cent – 0.4 per cent of Ukrainian imports and at over 80 per cent with electricity produced by the Moldovan power plant (CERS).

"It is obvious that Moldova is currently dependent on the electricity produced at the Moldovan CERS, which gives increased vulnerability to the power sector," find the project authors. Also, they say that "over the past few years, there have not occurred significant interruptions in electricity supply due to faults in the transmission electric networks, except for scheduled interruptions and some unscheduled interruptions for short periods of time." These ones have had an insignificant impact on the electricity deliveries that were caused by the appearance of some non – essential malfunctions.

The average purchase price of electricity in 2016 was over 51 per cent higher than the purchase price in 2010. The increase in the electricity purchase price has led to higher electricity tariffs for end – users.

The elaboration of the Regulation and Action plan (PA) derives from the need to create the legal framework necessary to ensure the security of electricity supply, by organising the normal and continuous functioning of electricity market, states the Ministry of Economy and Infrastructure (MEI). The documents also provide for measures aimed at preventing the limitation and/or interruption of the electricity supply to consumers or restoring it in the shortest possible terms in the event of exceptional situations in the electricity market.

The Regulation sets out measures to ensure proper and continuous functioning of the competitive internal electricity market and implementation of non – discriminatory, transparent and specific procedures of ensuring the security of electricity supply in the event of exceptional occurrences.

As to ensure supply security, the Government will work with authorities in neighbouring countries, so as to coordinate measures to supply electricity in exceptional circumstances. Also, the Executive will develop and modernise interconnections to ensure electricity supply capacities. Similarly, it will be exchanged mutual info on preventing and/or overcoming exceptional situations.
