Regulation on financing of electoral campaigns to be published in Moldova's Official Journal

Chisinau, 3 October /MOLDPRES/ - The regulation on the financing of electoral campaigns of electoral contenders will be published in the Official Journal (Monitorul Oficial) of Moldova on 4 October. The document establishes the conditions and way of financial support of electoral campaigns, as well as the procedure of presenting reports on the campaigns’ incomes and spending.    

The regulation is enforced in the case of financing of electoral campaigns of electoral competitors in parliamentary, presidential or local elections, as well as of participants in the referendums of any level.   

The regulation sees that the political parties which nominated candidates in elections have right to accept donations only directly on the account Fond Electoral (Electoral Fund). The general ceiling on the country of the financial means which can be transferred to the account Electoral Fund is 0.05 per cent of the incomes provided for in the state budget law for the concerned year. Only the financial resources coming from the activity of wage earner, entrepreneur, scientific or creation activity, carried out by Moldova’s citizens both in the country and abroad, can be used for the financing of electoral campaigns.   

Under the document, the electoral contenders are banned from being financed, in particular, by private people who are not citizens of Moldova, anonymous persons, non-commercial, trade union, charity or religious organizations, public authorities, enterprises and public institutions financed from the state budget or which have state capital, legal entities from abroad, international organizations.

The regulation on the financing of electoral campaigns, approved by the Central Electoral Commission in May 2015, will be applied for the new parliamentary polls, till the expiration of the mandate of the parliament of the tenth legislative period, including the elections due on 20 October 2019.
