Moldovan National Extraordinary Public Health Commission comes up with additional conditions for work of carriers, commercial markets

Chisinau, 20 February /MOLDPRES/ - The National Extraordinary Public Health Commission (CNESP) has ruled to suspend, till 28 February inclusively, the provisions limiting the number of people in the railway, road transport, in the district local and municipal traffic to 50 per cent of the capacity, the government’s communication and protocol department has reported.

CNESP took this decision, after the most representative employers’ associations from transports had given assurances that they would mobilize their members to strictly observe the measures of preventing the spread of the COVID-19 infection in the transport units.  

Although CNESP’s previous decision discontented the carriers, it was reasoned by the high risk of taking the virus during travels in transport; non-observance of the measures of prevention and control of the COVID-19 infection both by providers of transport services and passengers; as well as the increase in the epidemiological indexes of the Covid-19 infection.   

Therefore, following discussions held by the competent authorities with the employers’ associations in transport, the sides agreed on the following:

1. The employers’ associations take responsibility to strictly observe the measures of control and prevention of the spread of the COVID-19 infection.

2. The level of compliance of the road transport operators with the agreements reached and the observance of the epidemiological measures by passengers, drivers, road transport operators, enterprises carrying out activities related to the road transport will be verified on the period 20-28 February 2021.

3. Specialists of the Interior Ministry (MAI), Economics and Infrastructure Ministry (MEI) and the National Road Transport Agency (ANTA) will assess and publicly present information on the level of observance of the epidemiological measures in the transport.  

4. CNESP will decide on the measures of preventing the spread of the COVID-19 infection in transport, which will be applicable after 28 February 2021.  

Thus, if till 28 February, the transport operators prove capacity of observing the epidemiological measures in traffic, CNESP will approve a decision on returning to the previous regime of carriers’ work (limiting the number of people in the railway and road transport in the district and inter-district traffic – proportionally to the number of chairs available in the transport means and for the road transport in the local and municipal traffic – within the limit of 60 per cent of the embarkation capacity), and if they fail to prove this capacity, the today’s suspension of the decision will be cancelled.    

Taking into account the non-uniform spread of the COVID-19 infection in areas, CNESP ruled that the work of markets would be regulated by the territorial extraordinary public health commissions and conveyed this competence to local public authorities, which will be able to enforce also other public health measures, in line with the degree of alert recorded locally and based on the plan on preparation and response to the Covid-19 infection – Version 2 (approved under the CNESP Decision No 30 from 11 September 2020).   

Also, CNESP decided to ban the work of the night clubs as to the activity of discotheques included in the code CAEM 56.30 and of the dance rings included in the code CAEM 93.29, no matter the unit’s firm name: disco-pub, night club, karaoke, discotheque, club, etc.).   

The scientific conferences and sports competitions in continuation could not be carried out with the physical presence of people, except for the sports competitions without audience, held in open air and in closed spaces by the National Sports Federations.
