Members of National Council of Historical Monuments to be selected according to new mechanism

Chisinau, 8 September /MOLDPRES/- The government approved today a new mechanism for selecting members of the National Council of Historical Monuments, based on the principles of professionalism and meritocracy in the field. Thus, the Cabinet of Ministers amended the Regulation on organization and functioning of the Council, in order to ensure decision-making transparency, the government's communication and protocol department has reported.

"It is an important draft decision, we return to the principle of professionalism of the members of the Council, and not of the representativeness of the institutions in this structure. We have provided a comprehensive mechanism to ensure transparency and verify the integrity of all members ", Minister of Culture Sergiu Prodan said.

According to the new regulation, the Council will consist of 13 members specialized in the field of protection of architectural and historical heritage, representatives of governmental and non-governmental organizations with statutory concerns in the field, as well as up to 3 civil servants from the Ministry of Culture.

The members of the Council, except for those within the ministry, will be selected on the basis of a competition organized by the Ministry of Culture, in accordance with the Regulation approved for this purpose. At least 7 days before the competition, the candidates' CVs will be published on the official website of the ministry. At the same time, public consultations will be organized in order to ensure decision-making transparency. The members of the Council will have a term of three years.

A member who does not hold a public office in the Ministry of Culture or in another public authority will be elected as president, while the vice-president and secretary of the Council will be appointed members of the specialized subdivision of the Ministry of Culture. Board meetings will be made public and broadcast online. They will be able to participate, without the right to vote, certified specialists, experts from the country and abroad, personalities with scientific or practical experience in the field of protection of historical monuments, etc.
