Moldovan president says it is inacceptable to leave people with no loving place in winter, in emergency situation

Chisinau, 24 September /MOLDPRES/ - Moldova’s parliament on 23 September voted, in the first reading, a draft law on the amendment of the enforcement code, submitted by President Maia Sandu on 26 March. This law will protect the low-income people from abusive evacuations from their own homes because of debts, the presidential press service has reported.     

„I am happy that the initiative is backed by the new parliament. It is unacceptable that people are left without living place during winter, in emergency situation or an instruction is given for their dwelling to be sequestrated for a small debt,’’ the head of state said.

The protection mechanism, created by the amendments introduced, establishes, inter alia, that the citizen will not be able to be evacuated from home on the cold period of the year, if he/she has no other proper dwelling to move in. The state of emergency, of siege or war, as well as the emergency state in the public health sector fit here too. The draft also proposes to extend the list of the citizen’s assets and incomes, which cannot be followed. Thus, if the debtor is farmer, competent bodies cannot follow the food products needed till the new harvest, the animals meant for getting subsistence means and the fodder necessary for these animals till the new harvest.  

„We must create a state, in which each citizen should have a life with dignity and should know that, if he has got into a risk situation, the authorities take care of him/her. We do this including through this draft law, which will protect most vulnerable people from abuses,’’ Maia Sandu said.
