Moldovan state to be closer to people through unified centres of providing public services

Chisinau, 10 November /MOLDPRES/ - A wide range of electronic public services will be accessible for Moldovan citizens from the Diaspora and people from villages, for whom the distance is an obstacles in asking for a public service. This will be possible with the soon implementation of the CUPS Project – Unified centres of providing public services.    

The government today approved a decision on the piloting of unified centres of providing public services (CUPS), the government’s communication and protocol department has reported.   

The goal of the opening of centres within the pilot project and subsequently, their extension nationally is to simplify the  process of getting quality public services by citizens from the rural environment and the Diaspora, diversify the channels for providing public services, improve the experience of beneficiaries of services, develop instruments of interaction and cooperation between the providers of public services, get the government closer to the citizens and enhance the citizens’ confidence in the modernization of the public services.   

The aforementioned draft will be implemented in stages. In the first stage, in 2022, 26 centres will be inaugurated in Moldova and abroad. Subsequently, in 2023, another 60 settlements from Moldova will benefit from the CUPS project. CUPS specialists, who were selected and trained for piloting, will work at 17 mayoralties from rural settlements and at nine diplomatic missions and consular offices of Moldova from abroad.    

The CUPS specialist, in the person of an employee of the local mayoralty, will have the task to inform residents and help citizens from villages to access the services they need in electronic format (cadastral services, civil status ones, permissive acts, allocations, allowances, authorizations for construction, etc.), will provide information and practical support on how to submit requests for services (applicatrions), to fill in forms on online registration and, at the same time, will help receive the results of the providing of services.   

Under the same principle, the Moldovan citizens living abroad will be able to address to the nearest consular office of Moldova, in order to get a wide range of services from the Moldovan state’s authorities, helped by employees of the consular office beginning with the formulation of application up to getting the result.   

The draft decision was elaborated by the State Chancellery, with the support of the Electronic Governance Agency, within the project, Modernization of governmental services, and provides for enhancing the accessibility and quality of public services provided to citizens from the rural environment and those from abroad. The action takes place in the context of implementing the digitalization agenda, taking into account the strategic priorities provided for in the activity programme and the action plan of the government.     

The list of diplomatic missions and consular offices of Moldova from abroad, as well as the list of the first-level administrative and territorial units where CUPS are piloted are contained in the draft Government Decision (Annexes 1 and 2):
