Moldovan cabinet approves draft law on fiscal, customs policy for 2022

Chisinau, 19 November /MOLDPRES/ - One hundred per cent of the collection of taxes for roads’ use will be able to be allocated to the local budgets, the personal exemptions of taxes will increase and the exemptions for the maintained people will be doubled starting from the 2022 year. At the same time, the minimal salary for the public sector staff will grow from 2,200 lei to 3,100 lei, the government’s communication and protocol department has reported.   

The provisions are contained in the draft law on the fiscal and customs policy for 2022, approved at a cabinet meeting today. The document provides for the consolidation of the budget revenues, support for economic recovery and ensuring the social protection. The principal measures included in the draft deal with the strengthening of the legal framework, adjusting the normative framework in the fiscal and customs sector, in order to simplify it.  

The draft law on the fiscal and customs policy sees:  

- allocation of 100 per cent of the collections of the tax for roads’ use to the local budget;

- increase in the quantum of exemptions of the private people from 25,200 lei to 27,000 lei (personal exemption), from 30,000 lei to 31,500 lei (major personal exemption) and from 18,900 lei to 19,800 lei (major exemption for husband/wife).   

- doubling of the exemption for maintained people (children) from 4,500 lei to 9,000 lei;

- increase in the share of the income withholding tax on the earnings at gambling from 12 to 18 per cent;   

- revising the quotas of excise duties on the tobacco products, in order to make them uniform and ensure the implementation of the provisions of the Moldova-EU Association Agreement;

- cancelling the additional excise duty on the transport means imported on medical purposes;

- adjusting the provisions related to the local taxes (ceiling), as a result of the Decision No 27/2021 by the Constitutional Court, etc.;  

- cancellation of the 2.5-per cent tax for the mobile telephony services;   

- cancellation of the exemption from the withholding tax for the procurements of waste of metals, paper, plastic, etc.   

The draft law also regards the amendment of the law on the single salary payment system in the public sector. Thus, the minimal salary for the public sector employees is increased from 2,200 lei to 3,100 lei, taken into account for the payment of the compensatory payment, as difference between the minimal amount of 3,100 lei and the monthly salary calculated under the law. This change encompasses a large number of employees with low salaries. Also, the cabinet will return to the provision on providing the annual bonus for the public sector employees and the grade of salary payment for the didactic positions from the structures of psycho-pedagogical assistance is increased.      

The measures contained in the draft law were discussed with representatives of business associations and other interested sides.

The document will enter into force after it is approved by the parliament.
