Moldovan cabinet approves draft law of state social insurances budget for 2022

Chisinau, 19 November /MOLDPRES/ - The cabinet of ministers, at a today’s meeting, approved the draft law on the state social insurances budget for 2022, which sets the revenues and expenses of the state social insurances budget for the next year, the government’s communication and protocol department has reported.  

Under the draft, the revenues of the state social insurances budget for 2022 are estimated at 31.2 billion lei, increasing by 3.7 billion lei against the year before. In the structure of the revenues, 59.8 per cent represents the general resources of the state social insurances budget and 40.2 per cent – transfers from the state budget.  

The forecast of the state social insurances contributions for 2022 was made following the analysis of more indicators, among which the calculation basis of the compulsory state social insurances contributions, owed by the employers and employees, level of carrying out of the contributions and of other revenues in the previous years, forecast of the macroeconomic indicators for 2022-2024, elaborated by the Economics Ministry, etc.  

The draft also sees overall expenses of the state social insurances budget for 2022, forecast at the sum of 31.2 billion lei, up by 3.7 billion lei against the year before. The expenditures were distributed for the programme 90, Social Protection, with its sub-programmes, in order to ensure the right to pensions and social benefits, as well as to implement new measures of policies for enhancing the social protection of the residents.      

The draft law on the state social insurances budget for 2022 is worked out according to the provisions of Law No 489/1999 on the public system of social insurances, Law No 181/2014 on public money and the budgetary and fiscal responsibility and other normative acts dealing with the field of state social protection.
