Energy efficiency of Moldova's public institutions of national, local importance to be enhanced with support of European Investment Bank

Chisinau, 8 December /MOLDPRES/ - The cabinet today approved the signing of a contract on financing between Moldova and the European Investment Bank (EIB) on the implementation of the project, Energy Efficiency in Moldova, the government’s communication and protocol department has reported.    

The contract on financing envisages the providing of a loan worth 30 million euros by EIB to Moldova, in order to carry out the Energy Efficiency in Moldova project, aimed at energy rehabilitation of the public institutions of national and local importance for Moldova, such as hospitals, kindergartens, schools, etc.   

Thus, Moldova is to contract a loan amounting to 30 million euros on behalf of EIB, another loan worth 30 million euros on behalf of the European Bank for Reconstruction and Development (EBRD), a grant of 15 million euros on behalf of the European Commission’s Neighbourhood Investment Platform (NIP), as well as a grant of 500,000 euros on behalf of Eastern Partnership Technical Assistance Trust Fund (EPTATF), with a duration of implementation of 4 years (2022-2025).    

According to the provisions of the financing contract, the EIB’s loan will be provided in ten installments, the minimal value of each of them will be of one million euros. A grace period of 5 years will be applied to return each installment, as well as maximal term of 20 years after the reception of each installment separately.  

The list of hospitals of national importance due to be included in the project is as follows: 

• Emergency Medicine Institute

• Cardiology Institute

• Oncological Institute

• Mother and Child Institute

• Republican Clinical Hospital

• Neurology and Neurosurgery Institute

• Republican Centre of Medical Diagnosis

• Balti Clinical Hospital

• Psychiatry Clinical Hospital

• SPERANTA (HOPE) Centre of Recovery of Elderly and Disabled People  

The negotiations between Moldova and EIB on the financing contract took place in videoconference format on 8 November 2021.
