Members of National Council of Historical Monuments to be selected on contest basis

Chisinau, 12 January /MOLDPRES/ - The government has approved the amendment of the regulation on the organization and work of the National Council of Historical Monuments, in order to ensure the principle of election of the Council members on contest basis, the government’s communication and protocol department has reported.   

The new amendments establish the need of organizing the contest for the vacant positions in another way but through contest, except for the civil servants appointed in the Culture Ministry.   

Also, the amendments suggested include two additional grounds for the ceasing of the capacity of member of the National Council of Historical Monuments for the people who held these offices without contest and for the people as to whom the procedure of selection in the office of member of the Council, on contest basis, was vitiated. In these situations, the cessation of the capacity of Council member will be instructed under an order by the culture minister.   

The Council members have a mandate of three years and the current composition of this structure was appointed to office in January 2021, without contest.    

The Council is made up of 13 members specialized in the field of protection of the architectural and historical heritage, representatives of governmental and non-governmental organizations with statutory concerns in the sector, as well as up to three civil servants of the Culture Ministry.   

On 8 September 2021, the government voted a new mechanism of selecting the members of the National Council of Historical Monuments, in order to create premises for an open competition in the process of selection of the Council members and to ensure the acceding of the best specialists and experts in the field of architectural and historical heritage.
