Moldovan MPs adopt code of railway transport

Chisinau, 21 January /MOLDPRES/ - The parliament adopted the code of railway transport in the final reading today.   

The document was worked out for the implementation of the Association Agreement between Moldova, on the one hand, and the European Union and the European Atomic Energy Community and their member states, on the other hand, as well as other agreements signed by Moldova with European partners.

The implementation of the new code of railway transport will eliminate the monopoly of the Railway of Moldova State Enterprise on the market of railway services. Thus, the railway infrastructure will belong to the state in continuation, while the services of traction, passenger and freight transport could be provided by private operators.  

Increased attention is paid to the services of passenger transport. In this respect, the document creates legal ground necessary for the approval of strict rules of railway passenger transport as to the providing of passenger transport services, way of service, mechanism of compensation and other legal aspects dealing with the protection of the consumers’ rights in this sector.

The code also sees the creation of the Railway Authority (AF), which will have the duty to issue the following permissive acts: railway transport authorization, certificate of safety for railway enterprises and authorization of safety for the manager of the infrastructure. They will be released for free. AF will be in charge of the safety of the railway transport, consumers’ protection in the railway transport sector, observance of the conditions of authorization and certification according to the document.
