Moldovan government adopted instruction No1 of 24 February 2022

Chisinau, Feb. 25 / MOLDPRES /- On 24 February 2022 at 21.00 Prime Minister of the Republic of Moldova Natalia Gavrilița, immediately after obtaining the unanimous vote in the Parliament to establish the state of emergency in the Republic of Moldova, convened the Commission for Emergency, the government's communication and protocol department has reported.

The members of the committee adopted a provision adopting the following measures:

Ukrainian citizens will be able to enter the territory of the Republic of Moldova, including with internal identity documents and without the obligation to present the Covid-19 certificate. Minors will be admitted with a birth certificate, internal identity card or passport.

Cars will be able to enter the territory of the Republic of Moldova without a green card, provided it is purchased within 24 hours.

080001527 Green Line is launched for the Office of Migration and Asylum within the Ministry of Internal Affairs, and the 112 service will ensure the redirection of emergency calls in the field of BMA to the Green Line.

Two Provisional Centers for the management of foreign flows are established on the territory of the Republic of Moldova, in Palanca village, Ștefan Vodă district, and Calarașovca village, Ocnița district. The centers will be managed by the Ministry of Interior.

From February 24, 2022, the train traffic on the Odessa-Chisinau route is stopped.

The MAI subdivisions will ensure simplified access for asylum seekers on the territory of the Republic of Moldova.

Territorial social assistance structures will designate community social workers and social workers to provide humanitarian assistance services to the Provisional Centers for the Management of the Flow of Foreigners.

Local public authorities, public institutions and trade unions will provide accommodation facilities for the creation of temporary shelters for refugees. The National Social Assistance Agency will elaborate the Regulation of Activity of the temporary placement centers. Territorial social assistance structures will designate community social workers and social workers to serve temporary placement centers.

ANTA will facilitate the return to the country of passenger and freight transport units operating in the direction of Ukraine.

If the airspace is closed, exceptions will be made only for domestic aircraft repositioning flights of domestic and foreign air carriers, commercial air cargo and mail flights of domestic and foreign air operators, as well as humanitarian and repatriation and medical emergencies flights, coordinated with the Civil Aviation Authority.

Providers of network and / or publicly available electronic communications services are obliged to block the access of Moldovan users to online content sources that promote false information affecting national security, identified by the Intelligence and Security Service.

During the state of emergency, it is not a violation of customs regulations to exceed the international transit period beyond 8 days, if the destination station is located on the border with Ukraine. The Customs Service may extend the term of international transit beyond the limit of 8 days according to the procedure established by the Customs Service.

During the state of emergency, the Customs Service will establish the customs clearance procedure, the record of deliveries, the place according to the category of goods delivered to the economic agents from the eastern districts of the Republic of Moldova.
