Moldovan carriers blocked in Russia, Belarus have green corriudor to return home, with no additional authorities

Chisinau, 27 February /MOLDPRES/ - The National Motor Transport Agency (ANTA) recommends that transport operators tackle the organization of routes by avoiding the territory of Ukraine. In this respect, following the negotiations held with the competent authorities of more foreign states, two green corridors were identified for transiting the transport units blocked on the territory of Russia and Belarus, on the purpose of their return to Moldova.

Thus, carriers can opt for the option of transit in the direction of the states Georgia – Turkey – Bulgaria – Romania. It is worth mentioning that, after the negotiations held with the competent authorities of Georgia, the Moldovan transport operators were allowed to transit the territory without authorizations. At the same time, in line with the provisions of the bilateral inter-governmental agreements and the protocols of the Joint Commissions in the sector, the transit through Turkey, Bulgaria and Romania is liberalized.    

Also, the transport operators can use the transit corridor in the direction of the states Poland – Slovakia – Hungary – Romania. In the context, we note that the Moldovan transport operators were allowed to transit the territory of Slovakia without authorizations for carrying out the road transport of goods and the Slovakian control authorities were informed about the concerned derogation.    

The following conditions were established for benefiting from the permission given by the Polish and Hungarian sides: 

- to transit the territory of Poland, the Moldovan transport operators are allowed the presentation by the driver of the authorizations issued by the Agency in format of scanned document, without obligation to hold the authorization on paper. The transport operators can ask for authorizations at the ANTA single desk, which can be scanned and submitted to the driver, in order to be presented to the Polish control authorities.    

- to transit the territory of Hungary without authorizations and without electronic registration in the BIREG system of the transport units blocked on the period 20-25 February, the transport operators are to submit the information on the registration numbers of the transport units which will make transit routes, with the annexation of the confirmative documents, at the email: [email protected]. The concerned derogation is valid till 4 March 2022 and the crossing of Hungary’s territory will be made through the border crossing points Tornyosnemety and Satoraljaujhely,  by presenting of the needed confirmative documents to the control bodies.  

It is worth mentioning that, at the presentation of the application for getting the authorization for road transport of goods in transit on the territory of Poland, it is necessary to present the confirmative documents and the aforementioned information, in order to benefit from the permission of transit provided by the Hungarian side. 

Taking into consideration the aforementioned things, we recommend that the transport operators use the transit corridors available, with the observance of the special conditions announced by each state individually.
