Moldova's Commission for Emergency Situations says mechanism of import of humanitarian donations for Ukrainian refugees to be facilitated

Chisinau, 10 March /MOLDPRES/ - The mechanism of import of donations for refugees, made by private people from abroad, will be simplified. A decision to this effect today was approved at a meeting of the Commission for Emergency Situations (CSE), chaired by Prime Minister Natalia Gavrilita, the government’s communication and protocol department has reported.    

The CSE members ruled that the donations should be delivered at the Leuseni customs checkpoint, at the warehouse managed by the Public Institution, Centre of Information Technologies in Finance (CTIF). Private people will declare the consignment of goods through typed forms, which will serve as acts of delivery – reception of donation. Subsequently, the goods will be delivered to the Labour and Social Protection Ministry for distribution to beneficiaries. The customs clearance services will be carried out for free.      

At the same time, at the today’s meeting, the CSE members simplified also the procedure of transiting of Moldova for private people who carry humanitarian assistance, meant for people who are in Ukraine. The transit will be made with the use of the transport bordereau, in electronic format. The customs body will put seals on the freight division of the transport means and will ensure the supervision of goods till their taking out of Moldova.     

Also today, the Commission members ruled that the Starlink service of the Spacex company will provide services of connection to Internet at the border crossing points and the points of selection of refugees. In this respect, CSE gave the company right to provide Internet services, through derogation from the ordinary procedure of accreditation. The Starlink service will be provided free of charge and will be managed in partnership with the Service of Information Technologies and Cyber Security of the Moldtelecom stock company from Moldova.   

Another provision approved by CSE regards the regulation of the oil products market on the period of the emergency state. In this respect, the wholesale prices for the principal standard-type oil products will not exceed the maximal retail selling prices for the principal standard-type oil products established by the National Energy Regulatory Agency (ANRE).     

On the period of the emergency state, transport operators will be able to change the tariffs for the regular services in district and inter-district traffic up to the ceiling set according to a calculation formula. The tariffs are established on each Friday of the current week for the next week.   

The CSE members also ruled to allocate 5 million 650,000 lei to the Infrastructure and Regional Development Ministry, from the government’s reserve fund for the expenses borne in a differentiated way for the period 24 February – 9 March 2022, in the process of management of the migration flow, through ensuring the carriage of refugees.
