Construction of 400 KV overhead power line Vulcanesti-Chisinau, Back-to-Back station from Vulcanesti to be declared public utility of national interest

Chisinau, 23 March /MOLDPRES/ - The works of construction of the electric energy transportation overhead power line (OPL) of 400 KV Vulcanesti-Chisinau and of the Vulcanesti Back-to-Back station will be declared public utility of national interest. The cabinet gave positive notification to a draft law to this end.   

According to the government’s communication and protocol department, the draft’s goal is to ensure the country’s energy security, through Moldova’s interconnection to the European Union’s internal energy market through power lines, as well as strengthening the internal networks of electric energy transportation.  

The draft provides for the declaration of the public utility of national interest and carrying out of the works of construction of the following components:  

• building of OPL of electric energy transportation with the tension of 500 KV between the power stations from Vulcanesti and Chisinau, with an overall length 158 km;

• construction of a back-to-back station of high-voltage direct current (HVDC) at Vulcanesti, in order to allow the connection between Moldova’s energy system, the European Network of Transmission System Operators (ENTSO-E), and the Integrated Power System/United Power System (IPS/UPS).

• modernization of the present power station of 310/110/35 KV Chisinau with a new section of 400 KV, in order to make the station compatible with OPL of 400 KV;  

• extension of the present power station of 400/110/35 KV Vulcanesti, for the carrying out of the connection with the new Back-to-Back station and based on the documentation on preparing the draft, they should be carried out on grounds owned by the state, local public administration or owned by private people and legal entities.   

The construction of the OPL of 400 KV will have 158 km of high-tension power line and 511 pillars for supporting and stretching conductors, which will provide the relation between the Back-to-Back power station and the Chisinau power sub-station.   

The construction works will be carried out within the project, Interconnection of electric energy networks from Moldova and Romania, Phase I, with an overall budget of 260 million euros, for a four-year period. To this end, Moldova signed:  

- the agreement on loan between Moldova and the European Bank for Reconstruction and Development worth 80 million euros;

- Contract on financing between Moldova and the European Investment Bank worth 80 million euros;

- the agreements on financing between Moldova and the International Development Association worth 61 million euros;

- the Grant Agreement EU/Neighbourhood Investment Platform, amounting to 39.4 million euros (signed in September 2019, ratified and entered into force in December 2019).
