Moldovan government approves regulation on providing subsidies in advance for local development through LEADER programme's implementation

Chisinau, 27 April /MOLDPRES/ - Five per cent of the overall value of the National Fund of Development of Agriculture and Rural Environment (FNDAMR) will be allocated for the subsidization in advance of local development projects within the LEADER Programme. A decision to this end is contained in a regulation approved at a cabinet meeting today, the government’s communication and protocol department has reported.    

Under the document, the financial means will be allocated for the implementation of two support measures. More exactly, 20 per cent of the subsidies’ value will be directed for the work of the Local Action Group (GAL) and 80 per cent – for the implementation of the local development strategy in diverse sectors of actions, such as the diversification of the rural economy; creation of new jobs; purchasing of equipment; construction or modernization of buildings of economic, social, historical and cultural importance, etc.    

The call on submitting the files for GALs will be made once in two years, in the interval of January-March, except for the current year, when applicants will be able to submit files on the period May-June.  

Thus, the document will ensure a sustainable policy of the rural environment and will contribute to the economic development of the area of GALs based on the development of partnerships and implementation of local development strategies; consolidation of the capacities and abilities of representatives of the public, entrepreneurial and civic sectors from rural zones, as well as improvement of conditions for living and well-being of the residents from the rural environment.   

Presently, 47 GALs work in Moldova, with the involvement of 438 administrative and territorial units, which include 732 settlements (50 per cent of the Moldovan settlements) and comprise over one million of residents. The LEADER approach is a European instrument of rural zones’ development, taken over by Moldova in 2016 and about 700 projects have been implemented so far.
