Chisinau, May 12 / MOLDPRES /- In 2021, the courts punished only a quarter of the offenders who committed acts of corruption and issued cessation orders in 76 percent of cases, according to a study conducted by specialists of the National Anticorruption Center.

The specialists of the Analytical Directorate verified 135 decisions of the courts of first instance and 39 decisions of the courts of appeal, finding that only 24 percent of cases ended with sanctions in the first instance and 76 percent in the total number of files has been terminated. Thus, about a quarter of the offenders were found guilty of the crime and were punished with fines and deprivation of the right to perform a certain activity or hold certain functions, while in other cases the termination of the contravention occurred due to the expiration of the prescription term (50 lawsuits, or 49%), the non-existence of the fact of the contravention (45 lawsuits, or 44%) or the null declaration of the contravention report (seven lawsuits or 7%).

At the same time, the application of the fines was aimed at the minimum threshold provided by the contravention rule, as well as the deprivation of the right to carry out a certain activity or to hold certain functions. In over 57% of cases, courts were deprived of the right to hold office for a period of 3 months, while the period of 6 to 12 months was applied in only three cases.

The local public authorities are in the top of the institutions where the most contraventions have been identified, being followed by the system of internal affairs bodies and the education system.
