Moldova's Commission for Emergency Situations approves new decisions

Chisinau, 18 May /MOLDPRES/ - The refined vegetable oils, on the period of the emergency state, will be included in the list of socially important products, the selling price of which is regulated, the government’s communication and protocol department has reported.   

At the same time, starting from 19 May 2022, the value added tax  (VAT) on the export and re-export of the refined sunflower oil, including from the Free Economic Zone and the Giurgiulesti Free International Port, will be made without deduction. The decisions were approved at a today meeting of Commission for Emergency Situations (CSE), chaired by Prime Minister Natalia Gavrilita.   

CSE approved a string of measures for easing the cross border trafficking of goods. In this respect, the director of the Customs Service will establish the special customs checkpoints and the procedure of charging customs duties, depending on the category of goods and types of transport. At the same time, for certain customs checkpoints, the working regime will be made in shifts, with duration longer than 12 hours, with the observance of the length of the break between the shifts.  

Starting from 1 June, on the period of the emergency state, decision-makers will extend the validity term of the Moldovan citizens’ passports, which expired starting from 1 January 2020 or will expire till 31 December 2022. In a ten-day period, the Foreign Affairs and European Integration Ministry will inform all states and specialized international organizations about this measure, through diplomatic channels. The Public Services Agency will publish additional information for the citizens who plan to travel with passports, the validity of which was extended under this decision.      

On the period of the emergency state, decision-makers will allow staying in Moldova the Ukrainian citizens and their family members, who entered Moldova on the period of the emergency state, as well as those who were staying legally in Moldova on the date when the emergency state was established, without the observance of the term of 190 calendar days during any period of 180 calendar days.  

Also, the state tax worth 1,440 lei, for giving Ukrainian citizens the right of temporary stay on labour purpose, was excluded. Another provision deals with giving, at request, the right of temporary stay on labour purpose to Ukrainian citizens, without the compulsoriness of observing the condition of payment of an average salary on the economy, forecast for the current year.  

The Commission for Emergency Situations also instructed the allocation from the government’s intervention fund of 6.7 million lei to Local Public Authorities (APL) of the level II and another 1.8 million lei to the APL of the level I, in order to cover the costs for the work of the centres of temporary placement for refugees. A sum of 2.3 million lei was earmarked to the centres for refugees, set up by the public institutions subordinated to the central public authorities. Another 230,000 lei will be distributed to the centres subordinated to the Labour and Social Protection Ministry and 192,800 lei – to the ones subordinated to the Education and Research Ministry.   

The CSE members approved the providing of a consignment of international assistance to Ukraine. The donation will include material assets worth 39,185 316.03 lei, managed by the Interior Ministry and worth 27, 538, 234.43 lei, managed by the Health Ministry. Also, the consignment of assistance meant for Ukraine will include assets worth  830,838.78 lei, managed by the Labour and Social Protection Ministry, earlier received as humanitarian assistance for the management of the refugees’ crisis.
