More transport operations to be exempted from authorizations in EU

Chisinau, 1 July /MOLDPRES/ - More transport operations will be exempted from authorizations in the European Union, following the liberalization of the road goods transport. An agreement to this effect was signed by Deputy Prime Minister Andrei Spinu and Delegated Minister on behalf of the French Presidency Christophe Bechu in Lyon, France, on 29 June.    

Under the document, more transport operations are exempted from authorizations. As for the bilateral transport of goods, the provisions regard the routes with load made by a vehicle, the departure point and the arrival point of which is placed on the territory of two different Sides, with or without the transiting of a third country (for instance, Moldova  ↔ EU Member State).   

The agreement regards also the transit transport of goods: the routes with load made by a vehicle from the territory of the registration state to the territory of the same state, by transiting the territory of the other Side (form instance Moldova↔  EU Member State ↔  Moldova) and the routes with load made by a vehicle to/from the territory of the registration state towards the territory of a third country, by transiting the territory of the other Side ( for instance, Moldova ↔ transit EU Member State – third country);  

Also, the provisions regulate the transport without load within the bilateral and transit operations.

If the goods transport is carried out between two third non-EU countries, the transit through the EU member states is not liberalized (for instance, Turkey ↔ Belarus).The cabotage and routes made between EU member states are not part of the field of enforcement of the concerned agreement.   

The agreement enters into force on the date of its signing and is enforced till 31 March 2023, with possibility to extend the term established.
