Moldovan foreign affairs ministry's commentary on 30 years of carrying out of peacekeeping operation in Transnistrian region

Chisinau, 29 July /MOLDPRES/ - The 30th anniversary of the launch of the peacekeeping operation is marked on 29 July; the operation is agreed upon in accordance with the agreement on the principles of peaceful settlement of the armed conflict from Moldova’s Transnistrian region, concluded on 21 July 1992, under which the military phase of the Transnistrian conflict ended, the Foreign Affairs and European Integration Ministry’s (MAEIE) press service has reported.

Moldova’s authorities find out that the peacekeeping operation has brought its direct contribution to the enforcement of the ceasefire regime and maintaining of stability in the conflict’s zone. In the context, Moldova’s Delegation to the Joint Control Commission (JCC), the military observers and the Moldovan contingent of peacekeepers have always exercised their powers with the goal to ensure order and stability in the Security Zone. At the same time, in the process of conflict’s settlement, the Moldovan authorities continue to promote exclusively peaceful solutions, based on dialogue and aimed at getting the two banks of Nistru closer. 

At the same time, we ascertain, with regret, the fact that other important objectives contained in the aforementioned agreement have remained non-enforced during three decades. This operation has not managed to ensure the full demilitarization  of the Security Zone and the removing of all obstacles to the free movement of people, goods and services between the two banks of Nistru, just as it is provided for in the 1992 Moldovan-Russian ceasefire agreement.   

During years, other deficiencies have become obvious too, such as blockages in the work of the operation, late reactions to incidents in the Security Zone, the involvement in the operation’s activity of the so-called Operative Group of Russian Troops, deployed on the country’s territory without the agreement of Moldova’s authorities, etc. All these factors stay at the basis of Moldova’s calls to transform the present operation at Nistru into a multinational civilian mission with international mandate.  

Also, we reiterate, on this occasion, based on Moldova’s constitutional neutrality, the relevant decisions adopted at the Istanbul OSCE Summit from 1999 and for the implementation of the Resolution 72/282 of the United Nations General Assembly, the need of the finalization by Russia of the withdrawal of its military forces and ammunitions from the territory of Moldova. 

The general goal of Moldova’s approaches consists in reducing the military factor in the region and creating civilian mechanisms which will meet the real needs of the settlement process, will contribute to the strengthening of the confidence and creation of a friendly atmosphere for identifying a viable solution to the Transnistrian problem.
