Chisinau, 29 July /MOLDPRES/ - The parliament adopted a draft law providing for the compulsoriness of the creation of natural gas stocks in the final reading today.
The goal of the legislative is to ensure the normative framework needed for an efficient management of eventual emergency situations in the natural gas sector and attenuate their consequences.
Under the document, the provider will be obliged to stock, in one of the neighbor countries, natural gas reserves in a sufficient volume for a period of two winter months. Otherwise, they will be liable to sanctioning.
At the same time, the needed legal framework is established to ensure the transparency on the wholesale market of natural gas, in order to exclude abuses or manipulating actions.
The draft also sees the introduction in the criminal legislation of two new economic sanctions: manipulation on the natural gas market and abusive use of privileged information on the natural gas market. The National Energy Regulatory Agency (ANRE) will be given the means needed to quickly intervene for the prevention and counteracting the actions of price manipulation and abuse.
Presently, the European Union’s legislation asks the member states to create natural gas stocks. On 27 July, the level of gas stocking for the EU’s reserve was 67.8 per cent and till November 2022, it must achieve 95 per cent.
