New platform of communication with development partners on central public administration reform created in Moldova

Chisinau, 4 October /MOLDPRES/ - The process of reformation of the public administration will be carried out, in continuation, with the involvement of the development partners. At the same time, to ensure an efficient dialogue between the government and donors, decision-makers created a working group for the public administration reform and management of public money, the government’s communication and protocol department has reported.  

The decision on setting up the group was taken following a ministerial conference of the Moldova Support Platform, held in Bucharest in last July. The working group will hold meetings monthly, till the next conference of donors, due in December 2022 and its work will contribute to an efficient exchange of information and mobilization of foreign partners, in order to support the strategic priorities in the public administration’s reform.    

The first meeting of the working group for the public administration reform and management of public money took place today. It was chaired by Government’s Secretary General Dumitru Udrea and co-chaired by representatives of the Embassies of Sweden and the Netherlands and organized with the support of the United Nations Development Programme (UNDP).  

„The public administration reform is among the immediate priorities of the government, in the context of getting the status of country candidate for accession to EU. Therefore, the dialogue with the development partners is vital in identifying new possibilities of our efforts’ consolidation. We want this platform to remain active also following the holding of the ministerial conference of the Support Platform in Paris, in order to assess together the progress made in the implementation of the reform and achieve the final goal of creation, at all levels, of an efficient public administration, focused on the citizen,’’ Dumitru Udrea said.    

For their part, representatives of Sweden and the Netherlands stressed the importance of mobilization of all needed resources for getting concrete results, noting that the success of this reform would determine also the carrying out of Moldova’s European integration.  

The government’s secretary general emphasized that the public administration reform would be implemented in line with the Moldova-European Union Association Agreement. Udrea noted that decision-makers had already initiated more actions on the components of the reform, which regard the turning more responsible of the public administration; elaboration of public policies; modernization of public services; management of public money, management of human resources.   

The government prepares the strategy of reform of the public administration for 2023-2030. It will comprise five fields of intervention: management of the public office; public entities; the system of laying foundations, coordination and implementation of public policies and of strategic planning; digitalization of public services, simplification and de-bureaucratization; local public administration. 

Also, the component for public administration will be discussed in detail within the parity commission for decentralization and the sectoral platforms will be set up for communication and consultation of public policy options in the field Local Public Authorities.
