Moldovan cabinet approves national plan on consolidation, carrying out measures of anti-terror protection of critical infrastructure objects for 2022-2026

Chisinau, 26 October /MOLDPRES/ - The capacities of state institutions’ reaction in the field of anti-terror protection of the critical infrastructure will be strengthened. The government today approved the national programme on the consolidation and carrying out of measures of anti-terror protection of the critical infrastructure objects for 2022-2026 and the action plan on its implementation. The new measures are necessary as a result of the regional developments and the enhancement of the dangers to the national security, the government’s communication and protocol department has reported.

The document includes information on the impact of the programme, the sides involved in its implementation, the present situation and the goals set for the anti-terror protection of the critical infrastructure. Even if Moldova currently does not face major risks and is not a direct target for terroristic entities, it is necessary to strengthen the national potential in the fight against terror manifestations, especially in the context of the regional insecurity.  

Thus, among the actions due to be carried out, there are: optimization of the national legal framework; optimization and modernization of the systems of protection and guard of the critical infrastructure objects; organization of practical trainings and similar exercises. Also, decision-makers propose to continuously develop the national and international cooperation in the sector of anti-terror protection of the critical infrastructure, through exchange of experience and good practices carried out.  

The programme’s implementation will be ensured by the Anti-terror Centre and the Intelligence and Security Service of Moldova, as well as by operators – ministries, other authorities or public institutions of legal entities, who manage objects included in the national classified list of the critical infrastructure. The programme will be carried out at the expense and within the limits of the operators’ budgets approved, with no additional financial means needed to be earmarked.     

The objects of the critical infrastructure are the objects of vital importance, such as the ones in the defence sector, public administration, information technology and communications, infrastructure, energy field, as well as of the social sphere. Their disturbance or destruction can trigger danger for people and environment, causing a negative impact for the safety, security, social and economic well-being of the state.
