Moldovan government presents to development partners support needed for public administration reform, management of public money

Chisinau, 14 November  /MOLDPRES/ - A meeting of the working group for the  public administration reform and management of public money today took place at the government’s headquarters, ahead of the third ministerial conference of the Moldova Support Platform. The event was chaired by Government’s Secretary General Dumitru Udrea and co-chaired by representatives of the embassies of Sweden and the Netherlands and organized with the support of the United Nations Development Programme (UNDP), the government’s communication and protocol department has reported.     

The government presented to the development partners details on the support needed for the implementation of the new strategy of reform of the public administration and of the management of public money. The participants also analyzed the support already provided by the development partners and identified other important areas which are to be financially covered for the good implementation of changes in these fields. 

„The reform of the public administration is one of the most complicated and the one which needs much support, in order to make the changes set by the cabinet. Therefore, your support is essential and the next conference of the Moldovan Support Platform can transform the government’s vision into a reality, in order to achieve the final goal of creation, at all levels, of an efficient public administration, centered on the citizen,’’ Dumitru Udrea said.  

The representatives of Sweden and the Netherlands welcomed the organization of the meeting of the working group. They emphasized the importance of mobilizing the resources necessary for getting concrete results, noting that the success of this reform would prompt also the carrying out of the country’s European integration.

The working group was created, in order to ensure an efficient dialogue between the government and donors in the reform of the public administration and management of public money. The decision to set up the group was taken following the ministerial conference of the Moldova Support Platform from July 2022. This is the second meeting of the members, thus contributing to the exchange of information and mobilization of foreign partners, in order to back the strategic priorities in the field of the public administration’s reform in Moldova.

The government prepares the strategy of reform of the public administration for 2023-2030. The strategy comprises five sectors of interventions: management of the public office; public entities; the system of substantiating, coordination and implementation of public policies and of strategic planning; digitalization of public services, simplification and de-bureaucratization; local public administration.    

Also, the component for the local public administration will be widely discussed in the parity commission for decentralization, and the sectoral platform will be set up for communication and consultation of the public policy options in the field of local public administration.  

The third ministerial conference of the Moldova Support Platform, an initiative by Germany, France and Romania, will take place in Paris on 21 November. Its goal is to mobilize, concentrate and coordinate the political, technical and financial support of the developed countries for Moldova. In Paris, the government’s secretary general, Dumitru Udrea, will unveil the priorities of reforming the public administration, as well as the support needed for its implementation.     

The Moldova Support Platform is an instrument of backing the Moldovan authorities’ efforts to overcome the crises they are facing. At the same time, it has the role to support the implementation of the reforms necessary for the state’s modernization and strengthening the resilience of its institutions.
