Procedures of setting up associations of users of water for irrigation to be simplified in Moldova

Chisinau, 24 November /MOLDPRES/ - The MPs today voted, in the first reading, a draft on amendment of the law on the associations of users of water for irrigation, which sees the optimization of the management of the irrigation infrastructure.  

The amendments regard the simplification of the procedure of creation of the association of users of water for irrigation through excluding the obligation for the association’s Status to be approved by at least 50 per cent plus one of the members. At the same time, the draft envisages that the association’s general assembly will be able to decide, with the votes of the members owning or using over 50 per cent of the lands in the service area, the association’s dissolution, if its goals can no longer be achieved or its existence is no longer necessary. Also, the legislative framework is supplied with new regulations, which would allow the delivery of the irrigation infrastructure, owned by private or public entities, for the use of the associations of users of water for irrigation, based on bailment agreement.     

Another proposal refers to possibility to evacuate the volume of water from the irrigation system, in order to prevent its deterioration on the cold period of the year, in water basins (lake, reservoir). The water’s evacuation will be able to be made for free or against payment, with the written permission of the water basin’s owner.
