Moldova's working group for combating money laundering, bank fraud elaborates draft on legislation's amendment

Chisinau, 30 November /MOLDPRES/ - The working group for combating the money laundering and bank fraud has elaborated and registered a draft on amendment of the legislation in the field. The members of the parliament’s commission for foreign policy and European integration today approved a co-report for the draft law.   

Under the draft, the legal framework is to be completed with articles concerning the ‘’effective beneficiary’’, ‘’politically exposed people,’’ ‘’activity of provider of services as regards virtual coins,’’ etc. At the same time, the list of reporting entities is supplemented with new categories: bailiffs, authorized managers, providers of services as regards the virtual coins and the providers of services of participatory financing.    

The cabinet also proposed the introduction of the provision as to the reporting by the Public Services Agency (ASP) of the suspect transactions identified in the process of providing of public services. At the same time, the State Fiscal Service is to be given competences of creation and updating the register of money boxes of private people and legal entities.  

Also, a new article is to be introduced, which will see the enforcement, by means of electronic identification, of caution measures as regards the clients, as well as requirements of conformity for the staff in charge of the sector of prevention and combating of money laundering.    

The amendments were formulated following consultations which took place within the working group for combating money laundering and bank fraud, as well as on the platform of the parliamentary commission for national security, defence and public order.
