More services for issuance of identity acts simplified in Moldova

Chisinau, 8 December /MOLDPRES/ - The Public Services Agency (ASP) today informed that it was to optimize and simplify some of the services of issuing identity acts and acts on record of Moldova’s residents, as well as of the Moldovan citizens settled abroad. For this, amendments were made to the regulation on the issuance of identity acts and acts or record of Moldova’s residents, which is to enter into force starting from 25 December 2022.  

According to the new regulations, children whose parents/only parent do not have/does not have possibility to exercise the duties of legal representative, for reasons that they stay abroad, will be able to get identity acts in their absence, being accompanied by the representative of the territorial tutorial authority. ‘’At the subsequent issuance of the passport of Moldova’s citizen to the children, the presentation of the certificate of birth or of other civil status documents will not be demanded, if the information has been already updated in the state register of the population. People willing to establish their residence abroad, or have already set it there, when asking for the processing of a passport of Moldova’s citizen, will not be obliged to present a valid identity card, military book (in case of people subjected to military service) and the pension card (in the case of beneficiaries of social benefits),’’ ASP said.      

Also, immobilized people, people who are under treatment by coercion, under preventive arrest or in detention will have possibility, through the #MPower service, (register of empowerments of representation based on the electronic signature) to provide empowerments of representation for free to people due to be able to act on their behalf for getting the identity acts. The taking of the manufactured identity acts, the registration at the domicile or temporary residence, as well as the providing of other services will be possible based on these empowerments.  

„With the implementation of electronic and information mechanisms of exchange of data between the institutional and inter-institutional information systems through the #MConnect service (government inter-operability platform), decision-makers will not ask for the presentation of documents which show the right to facilities for the providing of services of issuing identity acts for free, of the military book and pension card for getting the authorization of emigration, etc.’’ ASP also said.     

Through the earlier adopted legislative amendments, decision-makers shortened the maximal term for getting the authorization for emigration from 3 months to 20 working days and diminished the tariff for the providing of this service, as follows: for the period of 20 working days: from 450 lei to 150 lei; for the term of 10 working days: from 750 to 300 lei. The provisions related to the empowerments of representation based on the electronic signature will enter into force as of 1 January 2023.    .
