Moldovan parliament approves draft law on state budget for 2023

Chisinau, 12 December /MOLDPRES/ - The parliament today voted for the budgetary laws, as well as the draft law on the state budget for 2023 in the first reading, following more hours of discussions.  

According to Finance Minister Dumitru Budianschi, the draft law on the state budget for 2023 is grounded on an economic growth of 2 per cent and the level of average annual inflation of 15.7 per cent.  

In 2023, the state budget revenues will amount to 64.9 billion lei, which is by 9.3 per cent more against the revenues specified for this year and the expenses will stand at 83.2 billion lei, up by 12.5 per cent. The state budget deficit will be of 18.3 billion lei and will be covered with domestic and external sources.   

Budianschi also said that the value added tax (VAT) was the most important source of income, more than a half of all volume. The inflows of grants in the state budget next year are envisaged to amount to 5.5 billion lei, which accounts for 8.5 per cent of all revenues.  

The main expenditures contained in the draft budget for 2023 are: providing compensations for the payment of the invoices with a fund of reducing the energy vulnerability worth 5 billion lei; providing the monthly increase amounting to 1,300 lei to the public sector employees; providing the compensatory payment to the people whose monthly salary will be lower than 4,000 lei; carrying out of the First Home programme; the programme START for YOUTH and PARE 1+1; ensuring the increase in the financial norms for the nourishment of children and pupils in schools; increase in the scholarships of pupils, students and sportspeople; backing the work of theatres and circus, as well as of the concert organizations.   

In 2023, 154 projects financed from external sources will be carried out. The expenses for their fulfillment are estimated at 4.5 billion lei.  

The finance minister also said that, next year, the public debt was estimated at 39.7 per cent of the Gross Domestic Product.
