Moldova's Chamber of Commerce and Industry launches initiative on sport vouchers

Chisinau, 3 February /MOLDPRES/ - The Chamber of Commerce and Industry (CCI), along with a group of MPs, today launched a legislative initiative on sport vouchers. The proposal was set forth at the Made in Moldova national exhibition, staged at the Moldexpo International Exhibition Centre on 1-5 February.     

According to CCI, the concept of sport voucher is to be introduced through the amendment and renaming of the Law on food vouchers into the Law on food vouchers and sport vouchers and provides for the right for the employer to give employees sport vouchers, in order to be used as payment instrument for purchasing services in the sports activities field in commercial units which concluded a contract on the providing of services with the operator.   

CCI president Sergiu Harea stressed that the sport vouchers’ goal was to encourage a sound lifestyle, the enhancement of employees’ productivity and competitiveness of the enterprises and national economy. ‘’We want to encourage the development of sports services for the citizens as a new business sector in Moldova. This initiative has at the basis the taking over and implementation of the best European practices, such as the ones from Belgium, the Czech Republic, Sweden, Estonia or Poland,’’ Sergiu Harea said.         

„The need to develop an instrument of stimulating the practice of the use of sport by Moldova’s residents, which can be carried out by attending fitness halls, pools or practicing sport in various sports buildings, such as football stadiums or tennis courts, is encouraged and backed by the parliament. In this respect, a proposal was formulated to use food vouchers through the development of the practice of sport vouchers, provided by the employers additionally to the basic salary,’’ the initiator  of the draft law, lawmaker Alexandr Trubca said.  

The amendments suggested see that the employer has right to bear expenses for food for an employee, which will be deducted on fiscal purposes according to the Article 24, paragraph 19 of the Fiscal Code, or to provide food vouchers, with only one option allowed. The deductible nominal value on fiscal purposes of a food voucher and the sport vouchers for one working day will not exceed 2 per cent of the minimally guaranteed quantum of the salary in the real sector. The value of the food vouchers does not include the individual contribution of mandatory social insurances.    

The units of sports activities willing to accept the vouchers as payment instrument for the sale of services in the sports activities sector must observe the provisions of the legislation in force as to the security and quality norms in the providing of services, the compliance of which will be attested by a public law institution.  

The legislative amendments are justified by more analyses of studies, which show that only about 37 per cent of Moldova’s residents sometimes practice sport. Five per cent of the 37 per cent practice sport monthly, another 11 per cent - weekly and only 20 per cent of the people practice sport daily.
