The document provides for the application of an intersectoral coordination mechanism and the strengthening of the capacities of the public health system in order to reduce the burden of non-communicable diseases (NCDs). These include heart disease, stroke, cancer, diabetes, chronic respiratory disease and mental health disorders.

The program is based on an integrated approach to the determinants of NCD risk factors, focusing on multisectoral actions. These are focused on promoting healthy lifestyles, controlling tobacco and alcohol consumption, reducing air pollution, improving NCD surveillance and management within health services.

Thus, the Action Plan for the implementation of the National Program includes concrete measures, such as carrying out awareness and communication actions, the development of guides and recommendations for local public authorities, for specialists in various fields and for non-governmental organizations. It is also proposed to continuously develop the web portal in the health promotion and NCD risk reduction - www.prosanatate.md. The estimated budget of the program for five years is over 58 million lei.

Of all non-communicable diseases, stroke has the highest incidence, occupying the second place in the population mortality structure. About 80% of strokes can be prevented by raising awareness and controlling risk factors - hypertension, tobacco, obesity, diabetes, high cholesterol.
