Chisinau, 31 March /MOLDPRES/ - The parliament will establish a procedural instrument, through which decision-makers are to ensure an efficient control over the instructions issued by the Commission for Emergency Situations (CSE). The parliament voted a draft law to this end in the first reading today.

The document was elaborated by a group of MPs of the Action and Solidarity Party (PAS), in the context of the fulfillment of a Constitutional Court’s decision. The draft regards the regulation of the procedure of exercising the parliamentary control over the instructions and orders issued by the Commission for Emergency Situations. Respectively, after the expiration of the emergency state period, CSE will unveil a report on the actions and measures adopted in parliament’s plenum. Subsequently, the parliament will decide on the prolongation of the duration of the emergency state, as well as on the extension or diminishing of its area of action.

The document also sees the completion of the law on the regime of the state of emergency, of siege and of war with new measures applicable during the emergency state: establishment of a special regime of work for the state border crossing points; regulation of the admission, stay and documentation of foreigners; re-orientation and change of the purpose and way of activity of the public and private institutions, etc.

The draft law also stablishes the powers of the Defence Ministry and of the General Inspectorate for Emergency Situations on the period of the emergency state.
