Moldova, Romania, Ukraine to establish Trilateral Chamber of Commerce
Moldova, Romania and Ukraine will establish a Trilateral Chamber of Commerce (CCTRUM), a structure that will strengthen economic cooperation between the three states and facilitate access to European funds for reconstruction projects in Ukraine. The topic today was discussed at a conference titled, Partnership for Reconstruction: Establishment of the Romania–Ukraine–Moldova Trilateral Chamber of Commerce (CCTRUM).
The initiative already benefits from the support of more than 250 institutions and organizations from the three countries and has been included in the strategic document of the Alliance of Members of the European Parliament from Eastern Europe for the Reconstruction of Ukraine.
Attending the conference, Vice President of the Chamber of Deputies of Romania Adrian Cozma said that the idea of establishing this Trilateral Chamber of Commerce was conceived as a platform for coordinating investments, a mechanism to prepare companies for the reconstruction of Ukraine and a solid link between authorities, investors and international financial institutions.
“This initiative meets a real need for organization, coherence and trust. From this perspective, Romania has a clear strategic role: it is a member state of the European Union, the main logistical and economic hub in the proximity of Ukraine and a key partner for Moldova on its European path. Today, on the eve of the celebration of the Union of the Romanian Principalities, the Prut River can be seen, without forced comparisons and without claims, not as a line of separation, but as a space of cooperation, dialogue and joint European projects. Today’s event confirms an essential point: the initiative to establish the Romania–Ukraine–Moldova Trilateral Chamber of Commerce has gone beyond the stage of intention and has entered a phase of institutional maturity. We are no longer talking about a theoretical concept, but about a concrete instrument, validated through political dialogue, economic interest and public support. Romania has consistently supported this initiative, not only declaratively, but also institutionally. The debate organized in the Chamber of Deputies in September last year showed the existence of a broad political consensus on the need for such an economic mechanism, for access to European funding and for the real capacity of the business environment. The fact that the initiative has been successively validated at the level of the European Parliament, the Parliament of Romania, in Iasi as a regional development pole, and today, here in Chisinau, with unprecedented participation, proves the existence of a common will to build durable solutions, not momentary reactions. The reconstruction of Ukraine will be a long-term process that will require regional coordination, predictability, clear rules and functional institutions. The Trilateral Chamber of Commerce has the potential to become the instrument that links political vision with economic reality. Romania will remain an active, responsible and predictable partner in this common effort, because the stability and prosperity of the region are not only political objectives, but also a shared responsibility towards our citizens and towards the European future we are building together,” the quoted source noted.
At the event, Secretary of State of the Ministry of Health Angela Paraschiv said that Moldova had been and remained a supportive partner in helping Ukraine, both during the crisis period and looking ahead to the reconstruction process.
“We have acted together, in a spirit of responsibility and respect for European values, providing support where Ukrainian citizens were most in need. The areas of health, education and social protection have played a particularly important role. In the health sector, Moldova has ensured a broad and coordinated response. People arriving from Ukraine have benefited from pre-hospital emergency medical assistance, hospital and outpatient services, surgical care and intensive care,” Paraschiv said.
The new chamber will create a common institutional platform, through which companies from Moldova, Romania, Ukraine and the member states of the European Union will be able to form public–private partnerships and consortia for cross-border projects. These projects will target the reconstruction of infrastructure, the economy and Ukrainian communities affected by the war.
The initiative was validated during debates organized in the Chamber of Deputies in Bucharest and later in Iasi, where more than 170 representatives of central and local authorities, the business community, the academic sector and civic organizations from the three countries confirmed the need to establish the Trilateral Chamber of Commerce.
The proposal to establish a Trilateral Chamber of Commerce was launched by the Institute for Project Development and Expertise (IDEP) Moldova, in the context of a conference held on 4 June 2025 at the European Parliament, and was included in the strategic document of the Alliance of Members of the European Parliament from Eastern Europe for the Reconstruction of Ukraine.
