Government enhances public procurement transparency and modernizes procedures
Public procurement in the Republic of Moldova will be regulated by a new law. The document will enhance the transparency and efficiency of procurement processes and ensure a fair and open competitive environment for economic agents. A project to this effect has been approved by the Government.
"The public procurement law is aligned with the EU framework. The regulatory framework is modernized with a greater emphasis on social, environmental, sustainability and quality criteria," Finance Minister Andrian Gavriliță said.
Among the most important provisions is setting up differentiated value thresholds for awarding contracts: 1 million lei for works and social services and 600 thousand lei for goods and services. They will allow for greater administrative efficiency, as well as correctness and transparency regarding public money spending.
Furthermore, clear rules are established for contract modifications without resuming the procurement procedures, including increasing the ceiling for additional procurement from 15% to 25%.
The continuation of digitalizing the entire procurement process is also envisaged—from planning to execution. Thus, transparent and easy access to all procurement opportunities and results will be ensured.
