Working groups on behalf of Chisinau, Tiraspol discuss up-to-date topics on civil status documents, population's registration

Experts from the working groups on civil status documents and population’s registration from both banks of Dniester today held a meeting, after a pause of almost two years. The event was held online, with the technical support of the OSCE Mission to Moldova.

The Chisinau delegation was headed by Deputy Director of the Public Services Agency (ASP), coordinator of the working groups Iurie Cristea.

The Chisinau representatives addressed up-to-date topics related to the issuance of civil status and national identity documents to citizens. They highlighted the continuous interest of residents from the left bank of Dniester and the Bender municipality in the services provided by the territorial subdivisions of the ASP, as they constantly benefit from the full range of available services.

In the context, experts on behalf of Tiraspol were informed about the provisions of the legal framework in force in the field of registration of civil status facts and events, applicable to population’s record-keeping and documentation processes.

Tiraspol was urged to renounce the illegal restrictions on the freedom of movement imposed by the so-called structures of the Transnistrian region on holders of civil status documents issued in electronic format by the authorities of Moldova, a problem confirmed by multiple complaints received from residents of the Security Zone.

As for the aspects related to the protection of personal data, the Chisinau representatives reiterated the need to respect the rights and legitimate interests of citizens, as well as the requirements laid down in the national legislation in force concerning the processing and transfer of such data.

The issue of archival funds of civil status documents created before 1945, including church registers from that period concerning civil status acts located in the eastern districts of the country, was also brought back into discussion, in order to identify solutions to ensure ASP specialists’ access to these materials.

The previous meeting of the working groups on civil status documents and population’s registration took place on July 26, 2024.
